Hi all.
This is my first attempt at an army list after a long absence of 40k. The main things I'd like to hear are:
Thoughts on Sergeant Telion
Thoughts on the Terminators Weapons load-out
Whether I should cut out a Tactical Squad and replace it with some Devastators
I'd also like to note that I tweak the Dreadnought before every battle so he has relevant weapons. The current weapons are because I face predominately Ork and Tyranid armies.

I put a combat squad of Tactical Marines (including the Sergeant and Flamer) in the Razorback with the Captain. I find this makes an effective close combat team, and can provide a decent amount of ranged support from template range as well.

Captains are largely considered over priced in the current incarnatioon and you might be better served with a bareboneslibrarian for some divination and force weapon goodness. Using the points you save you could always give combi weapons to your tactical sergeants.
I would avoid devastators since they are fairly costly for what they bring to the table. I personally have been served well by telion and find his squad hard for my opponents to shift from the table, however have been advised at low points levels that he might be counter intuitive to mobility.

Hey Mizzet,
My 2 cents.
Regarding your questions:
- I like Telion + Scouts, also like the ML on scouts.
- Terminator loadout, I usually give them an assault cannon
- I wouldn't replace the tactical squad for devastators in this list. Tacticals come cheaper and can be scoring.
Few other remarks:
I would take a librarian over a captain in this list.
Also the captain + close combat squad in the razorback isn't a great option in my opinion. The razorback is your only vehicle on turn one so will draw a lot of attention, meaning there's a big chance your squad won't make it to close combat. You don't want to have this unit stuck in the middle. Also, if they would make it, they'll need to wait a turn before being able to charge, making it quite a fragile CC unit for a lot of points. If you want to stick with the razorback anyway, you could consider dropping the dreadnought for two dakka preds (Autocannon with heavy bolter sponsons for 85 points a piece) to create some more targets on the field.
If you are running the combat squad in a razorback, I'd give the 5 man staying behind a lascannon instead of a heavy bolter.
I guess this list is based on the AOBR set, a cheap alternative would be to replace the captain with a librarian in terminator armor and have him travel with the others.
Remove the razorback to save some points for this.
Also, you could consider adding some speeders /w multimelta or a thunderfire cannon. I like both at this point level.

I like Telion but to me he is if I have 50 points to burn go ahead... I think the stronger build for your army would be to add a Thunderfire Cannon 100 and add camo cloaks to your scouts...
I too agree that a librarian would be superior - either a gate librarian or null zone. Also seeing you are facing Orks and Tyranids, I would love to stuff a deathwind launcher in front of them... CML is superior to Assault Cannon but an Ass Can is very efficient for what it does so either is fine.
I would drop the razorback..
So :

50 points over... the easy is to sadly drop the camo cloaks, the deathwind launcher and probably remove Heavy Flamer or Ass Can from the dread and lose one melta bomb... The TFC is such a major add to your army it needs to be added.

As others have said, the captain is not the best HQ.
2 full tacs plus the scouts is a little troop heavy for 1,000 points. If you are going to leave half the squad behind, shell out for a better heavy weapon.
You have nothing higher then S8. A pair of melta bombs is not a good answer to heavy tanks.
That dred is not getting a whole lot out of the drop pod. Also, I'd pick one config and stick with it.
On your specific questions:
Talion is good, but a chunk of points in small games. Also, he stacks with camo cloaks these days (per the FAQ) One of the best options to man a quad gun in the codex.
I run my tactical terminators with an assault cannon and one chain fist. The CML is nice, but you get tempted to shoot at tanks with krack missiles, which makes all the stormbolters wasted. The AC has more synergy with the squad. The chainfist is like a melta bomb on a sarge; sometimes you need to carve open a tank. Assault terminators I run 2xLC, 3xTH/SS.
Devs are a little overpriced, but they do work. You might be better off just giving your tac squads LCs and meltaguns. If I was dropping 175 points of tactical marines off your list, I'd replace them with an auto/las pred and a MM speeder, but that's just me...

If you know that you are faceing Orks and Nids then I wouldn't take a Captain or Chapter Master. Either a Libby if points are at a premium or preferrably Vulkan. If you take Vulkan then load up on flamers.
I would also drop the Scouts completely and use those points towards,
-Upgrading to Vulkan
-getting special weapon on your Termies
-Taking a second RB
Both RBs should take H Flamers.
Putting in a Deathwind Launcher is quite nice as well.
