Theme for this list is off of the WWII German motorcycle / armored car recon companies. Backed up by some solid infantry to exploit the gaps in the lines the recon units create!

Warboss - Bike, Klaw, Cybork, Bosspole

3x Nobz - Bikes, 1 Klaw, Bosspole
3x Nobz - Bikes, 1 Klaw, Bosspole
3x Nobz - Bikes, 1 Klaw, Bosspole (Troops)

30x Boyz - Shootas, 3 Big Shootas
30x Boyz - Shootas, 3 Big Shootas

3x Buggies - 3x TL Rokkits
3x Buggies - 3x TL Rokkits
3x Buggies - 3x TL Rokkits

3x Kannons - 3x extra krew, Runtherd
3x Kannons - 3x extra krew, Runtherd

1498pts Total

Basic tactics are to either overload one flank with Bikes and Buggies and use the Boyz / Kannons to act as an Anvil on the other, or split the fast parts up into 2 wings on each flank with the Boyz pushing up the middle. It's a little light on bodies for 1500 but I think the speed and firepower should help mitigate if I play them correctly.

Things I don't want in the list: Kanz / Dreadz just don't fit the theme, and Lootas are boring because I feel like EVERY Ork list takes them. Also, no Aegis lines, this is supposed to be a mobile force!

Thoughts?

Have you thought about taking kommandos? They're usually found in Blood Axe tribes and commonly used for recon.

I have thought about Kommandos, the problem is they're so slow. Sure they can Scout, but after that they're just moving at usual foot speed. I'm trying to keep more to the theme of fast recon, with everyone either on bikes or vehicles.

One option I had also considered though was using Stormboyz. I know they're also common in Blood Axe tribes, and would fit the fast moving nature of the force. Maybe dropping a Buggy squad and a Nob squad would free up enough points. It would also make the list seem a little less cookie cutter.

Wait... a Blood Axe army list without Kommandos???
And with 3x3 Buggies, it sounds more Speed Freaks than something else

Mate, take at least 5 Kommandos, give them Snikrot (for special rule) and 2 flamers (for AP3 in melee).

Stormboyz as advised are fun, but too expensive imo... But if you want to play them, take at least 15 of them with Zagstruk.

You are talking about a mobile army, but I see Kannons... (which I personnally LOVE, but just asking for your fluff).

Besides that, you army looks quite solid as you are giving your opponent a lot of differents and tricky targets.

Why not adding a Dakkajet as well?

Cannons pulled behind armoured cars would be part of a sizeable mobile force back in the day. I think, with the amount of buggies you have, that you've nicely managed to give yourself some heavy firepower while staying in theme.

Though you do break theme a bit with those foot boyz... if you decide to put them in transports, remember that IA-8 has a few very nice options aside from that basic trukk/battlewagon
