Are rending attacks resolved at AP2 against vehicles? The rule book only mentions AP2 when referring to wounding something but mentions nothing about it when referring to rending attacks made against vehicles.

No, there is no permission for them to do so. They are only ap 2 when they get a good to wound roll, they get a different benefit when rolling 6's on vehicles.
