I personally feel that the Falcon should be a dedicated transport rather than a heavy support choice (most armies have at least 2 transport vehicle options available as dedicated vehicles where the eldar have only the wave serpent).

I know there are exceptions to this such as the guard who I believe only have chimeras, but generally speaking every army has 2 vehicles available as DT's.

Therefore I propose that Falcons are moved from Heavy Support to Dedicated Transports.

However, to curb spamming opportunities for them I would limit their availability to the following Eldar units:

Fire Dragons
Howling Banshees
Striking Scorpions
Dark Reapers
Farseer + Warlock bodyguard (Seer Council)

This would mean that no Troops choice would have them as an option, and that you cannot transport Wraithguard in them (as is the case now).

The transport capacity would remain at 6, therefore meaning you could only put a small squad in it, or a minimum sized unit + character.

Does this sound fair?
