I'm going to try out kill teams soon and here are some possible lists I came up with:

Chaos marines:

-6x chaos marines 110pts
auto cannon, sergeant, w/power sword, melta bombs and combi flamer

-5x chaos marines 90pts
missile launcher, flamer

Dark Eldar:

-10x trueborn 200pts
7x shardcarbines, 2x splinter cannons, dracon w/power weapon and ghostplate armour

Space wolves:

-Lone wolf 35pts
mark of the wulfen

- 10x Grey Hunters
mark of the wulfen, flamer, melta

So what is the max points you can take for one kill team?

6000 Pts of Ultramarines
3500 Pts of Imperial Guard
4000 Pts of Necrons
1500 Pts Of Eldar

The chaos marines can not take two decent weapons unit they are 10 strong; and only then can they take a heavy weapon. They are not fearless and could possibly run.
Chosen can take more weapons but the basic cost the the unit is higher - but you do get another attack on the basic profile.
An elite unit may be better to get the fearless and the general better buff than the basic marks offer. Plague marines with double plasma and a combi-plasma on the champion spring to mind.
MoN or MoS + IoE raptors could be worth a punt, double melta + combi-flamer/melta and max out the unit. You get the bonus of them causing fear and hammer of wrath attacks to get the first strike in. You could replace raptors with bikes in the last sentence but you would be up against it if the emeny has a building to climb up into.

Not sure about the other two lists; I don;t play these armies.

Hi, yeah, GW recently published a 6th ed version, for use in a special event, but it's suitable for anyone to play:

http://www.games-workshop.com/MEDIA_CustomProductCatalog/m2860630a_40K_Kill_Team_Pack_2013_(6).pdf

A Kill Team is 200 pts of 0-1 Elite, 0-1 Fast, 0-2 Troops, no reserve units (i.e. no flyers), and a few special rules.

---

One special rule is "every man for himself", meaning each figure is its own unit.

Thus, things like Fearless or Space Marine's Combat Tactics play out differently.

Leadership is still important, as after 50% of your Kill Team is down, you have to take "Break Tests" to stay in the game.

---

So with that in mind, I agree there's some obvious top contenders, there's some armies that really benefit here.

Space Wolves Grey Hunters - point for point one of the best Troop choices, then give them some special weapons

^in other words, just like what the original post suggested, best value^

CSM Plague Marines - much more expensive, but very tough to kill, and give them some special weapons

^also low-cost CSM like what the original post suggested, good stuff^

Any Terminators - SM, CSM, Grey Knights, Terminator armour is a big benefit

Ork Horde - just get as many Orks on the table as possible, swarm the opponent

---

Then there's some I'm not sure about, but really worth considering:

Doom of Malan'tai with Genestealers Termagants - this might be the Kill Team killer combo right here

EDIT - I just re-read the rules and found Infiltrate and Scout cannot be used in these GW Kill Team rules.

Walkers - a Dreadnought (Elite, after all) might be more effective at the 200 pt level, not sure

I ended up playing with the csm list but I altered it to be legak so it was 10 nurgle marines w/ sergeant w/ melta bombs and 5 marines w/cc bp but I realize I ilegally used an autocannon, a missile launcher AND a plasma but its ok, I have the codex now lol. I was up against 5 death company w/jump packs. 2 plasma pistols and a flamer pistol, I lost but there was just one death company model alive at the end and none of mine.

I'm just wondering how certain unit-wide abilities work in this game?

Say I add a Painboy to a unit of Nobs. Which, if any, of the Nobs get Feel No Pain from the Painboy?

Any special rules for unit upgrades? if not that list above would tear into some things

Hehe, bro, it's a good question, in fact they specifically cite Painboyz as an example. From the Unit Upgrades and Special Rules section:

Unit Upgrades and Special Rules: If your character has or buys
an upgrade (eg a Painboyz’ Dok’s Tools, if a Striking Scorpion Exarch
buys Stalker or an Incubi Klaivex buys Onslaught), only the character
themselves benefi ts from the rule, and not the rest of the squad. If a
whole squad has or buys an upgrade that gives them all a special rule
(eg Psybolt Amuunition), they all receive it. If your squad special
rule requires you to roll on a chart and apply the result (eg- Wyches
Combat Drugs), simply roll once and apply the result to the whole unit.

I asked the same thing myself and the answer seems to be, only the Painboy'd get FNP.

I also believe the same applies to things like Chaos Icons. Seriously, I was wondering, too.

There's also another rule, you CAN choose up to 3 figures to be "Specialists":

Specialists
You may pick up to three individual models in your force as being “Specialists” that benefit from one of a number of
special rules. These specialists and the rules they have must be declared on your army list, as should which model
represents them. You may only give one of the following rules to any one Specialist and all specialists in your force
must pick a different one (eg – you may not have two Specialists who chose the Tank Hunters rule).
The Special Rules they may pick from are-
Adamateum Will, Armourbane, Blind, Counter Attack, Crusader, Eternal Warrior, Fear, Fearless, Feel No Pain,
Fleet, Fleshbane, Furious Charge, Hammer of Wrath, Hatred, Hit and Run, It Will Not Die, Monster Hunter, Move
Through Cover, Night Vision, Preferred Enemy (Everything!), Rage, Rampage, Relentless, Shred, Shrouded, Skilled
Rider, Stealth, Strikedown, Stubborn, Tank Hunter.

So, buying Dok's Tools doesn't give everyone FNP, but you can choose it for free for 1 figure.

There are Victory Points associated with taking down a Specialist, though, so there is a trade-off.

Dark Angels:

Land Speeder Support squadron 2x with Heavy Flamers
Dreadnought, just with what he comes with

Give the Dread rampage (he'll always be outnumbered in CC)
Give one speeder skilled rider and the other stealth, each will always have a 4+ cover, increasing to 3+ when boosting

Sorry, no Heavy, BUT you can take dedicated transports.

So let's say you're an Ork, and want a Battlewagon.

You don't buy it from the Heavy slot. Instead, you buy Nobz from Elite, and pick up da wagon as their transport.

Cunning, isn't it? I can see a few clever lists with this trick in mind, and I bet you can too.

Each model is treated as it's own unit. I don't think stealth will confer.
Same as above the Dread will charge a single model.
