My GM informed me yesterday that it was impossible to craft a wondrous item that just conferred a +1 ability point. I cannot find anything that specifically states that, just that the general magic items listed all show +2, +4, +6.

As a fighter looking to get a bump from 17 to 18 so he can use a new bow, it seems silly that I have to pay 4000g for an item when I only need something worth 1000g. Is that how this system works?

The game provides a framework and guidelines for creating new magic items: http://www.d20pfsrd.com/magic-items#Table-Estimating-Magic-Item-Gold-Piece-Values

However, these aren't really hard and fast "Rules" per se. Ultimately creating a new item is adding content to the game and that's at the GMs discretion. Strictly speaking does the game provide rules that could be used to make a +1 Whatever of Whatever? Yeah. However if the GM says it can't happen, it can't.

If I was to wager a guess I'd imagine the resistance to the idea steams from the fact that traditionally the items have only come in +2 Increments (at least since 3rd edition D&D), so a +1 or +3 type feels odd in that context. Similarly it may feel broadly "Gamey" to the GM and the GM may not be OK with that. At any rate it's still wholly the GMs call and probably not worth raising a stink over.

I don't plan on it, I already told him it's good and I won't cause any trouble over it. I was just curious if the rule was hard and fast, or a GM specific call.

I'm using the free stuff that Paizo posts online, I can't afford the actual books right now, so i'm never really sure on the specifics, just the generals.

They have items that will give you a +1 to an ability score.

Check under Manual, or Tome.

These books, when read, give a inherent bonus to whatever ability score they are tied to.

Well, none of them focus on str, and their also about 6 time the cost of a +2 item, so they don't really help me out that much.

There should be one for strength, but IIRC the difference is that the tomes gives PERMANENT bonuses while the other items (armbands/gloves/whatehaveyou) give bonuses while the item is in use?
