In the GK codex, without quoting it, he can call an orbital strike on his own army, even in close combat, with no scatter.

Can he also use this ability if the allies in question are a distrusted ally detachment? or allies of convenience?

Doesn't work as far as I can tell. The wording in the Codex is:

"you can choose to place the template so its centre is over a friendly model, rather than an enemy"

Allies of convenience are treated as enemies that cannot be targeted. The wording above only gives you permission to ignore normal targeting rules when firing on a friendly model, and allies of convenience (or desperate allies) aren't friendly.

Karazamov is so ruthless he can target allies w/o scatter. Why in the heck wouldn't he target distrusted allies?

and on top of that didn't the new FAQ change something with allies? Might want to check that. He may be able to target them now.

It really does need to be addressed in an FAQ, but if it's a while yet, I'll try Cotaez (F it, he's Cortez to me) and send cheap Acolytes up the board and...

Well, it doesn't scatter when he does that.
There must be some reason for that. Like having put a locator beacon on a hapless victim's coat collar before the battle started. He never had that opportunity with his allies.

Because the rules say so. In "reality" almost all Imperials would sacrifice all xeno scum without a second thought.

But at the time being Karamazov can't bombard his not-so-friendly allies.
