I dont know if this would be worth it, but here it goes:

-You deep strike a unit of daemons (your choice) on the board near a gun line.
-The unit must be equiped with a chaos icon and a chaos instrument.

- Thanks to the instrument, you allow a minimum unit of Warp talons to automaticly pass the reserve roll and deep strikes.

-Place the Warp Talons within 6'' of the icon and will scatter ''only'' D6 inches.

-The every unit within 6'' are hit with the blind special rule and can possibly have the WS and BS reduced to 1.

I think this would work great against a Imperial guard or necron gunline.
It would be amazing agains a Tau gunline (You know. That chunky spot with the Cadre fireblade and The Ethereal pumping a bazilion pusle rifle rounds in your daemons :S)

Thought?

Or you could infiltrate khorne hounds and deep strike off of those, using instruments to bring in everything turn 2. Or instrument chain a GUO with no scatter 1" from the opponent's lines

I think its a lot of points to spend for something that probably won't work out too well.

The chances of you hitting more than one unit are very slim.

The chances of it working on the unit you hit are only 50/50.

Then you have an ultra expensive unit sitting in range of most of the enemies guns.

It will entirely depend on your foe.
Blinding necrons could be amazing but you probably won't blind much of a dark eldar force.

If you could find a way to not scatter the talons at all it could be better but the blind rule just isn't reliable enough for me considering how expensive warp talons are.

You could use the grimore of true names for a 3++ and see how they do then. That way they could have a chance of not being shot to bits when they fail to blind anything.

Wont be nearly as effective on the tau. Markerlights will mean they still fire blind at bs5

Tau also have Sunglasses that block blind anyway. (bsf)

Sadly, the Icon doesn't work. The Instrument works to make them auto-pass the Reserve roll, as the Instrument only cares if you have the Daemon special rule. However to get the reduced scatter you must have the Daemon of Khorne, Daemon of Slaanesh, Daemon of Tzeentch, or Daemon of Nurgle special rules. One of those four. The only unit in the CSM codex which has those is a Daemon Prince.

They only need to be daemons of khorne, etc, for the no-scatter pinpoint deepstrike. Any daemon will get the d6" scatter. It specifically says "entirely composed of models with the daemon special rule" for the 6" scatter, and under the section of models not affected, it says "Not entirely composed of models with the daemon special rule".

The first paragraph says models with the Daemon special rule. The second (no scatter) says they have to have the "Daemon of" special rule for the SAME god, to qualify for no-scatter. The third says if have "Daemon of" for a different god, then they get the 1d6" scatter. The final paragraph says if you don't have either, you don't get any particular benefit.

The only unit from the CSM codex which has a "Daemon of" rule (a Daemonic Alignment, as the Daemons book describes them when talking about them collectively) is the Daemon Prince. Warp Talons and Oblits have the Daemon USR, but they lack the Daemon of Khorne, Daemon if Slaanesh, (etc.) special rules, which are what you need to benefit from more accurate Deep Striking via an icon.
