Experimenting with Marine list ideas before buying in. I'd be very glad for some experienced feedback.
HQ
Librarian - 100pts
TROOPS
Tactical Squad - +5 Marines, meltagun, missile launcher, drop pod - 210pts
Tactical Squad - +5 Marines, meltagun, missile launcher, drop pod - 210pts
Scout Squad - x4 sniper rifles, camo cloaks - 90pts
FAST ATTACK
Assault Squad - +5 Marines, power axe & storm shield (sergeant) - 220pts
Assault Squad - +5 Marines, power axe & storm shield (sergeant) - 220pts
HEAVY SUPPORT
Devastator Squad - x4 missile launchers, Razorback w/TL lascannon - 225pts
Devastator Squad - x4 missile launchers, Razorback w/TL lascannon - 225pts
Notes: Tac Squads use combat squads to send the meltaguns in the Drop Pods and leave the missile launchers at home for objectives. The rest is pretty obvious. Basically, it packs a punch and presents threats from multiple directions. It's everything that frustrates me when I play against Marines.

I'd recommend keeping the tac squads together. If you drop 5 men to try to take an objective, they will be dead in no time. Takes longer to chew through a full squad. Be careful where you drop your first pod. A single tac squad does not put out enough firepower to clear a safe LZ, so don't try landing anywhere dangerous.
Assault squads can work, but I would not use them to form the core of my army. Against anyone else's CC troops they fall short, so you need to be careful choosing your targets. They make great backfield harassment units. I like a 5 man squad, flamer, power sword on the sarge, lead by a chaplain. On that note, give your librarian a jump pack. If you want to maintain the "presents threats from multiple directions" theme of your list, I might replace one of them with a bike squad. Land speeder squadrons are another way to do the same thing.
Dev squads, while expensive, do work. It's the razorbacks here I'm worried about. You probably aren't using them to move around. Most games Devs start someplace cozy and never move. So you are buying them just for the TLLC. Problem is, they are the only armor in your list (barring the drop pods, which don't count) So every anti tank gun on the other side is going to target them. And let's face it, they aren't that tough even on a good day. You could drop them and take a predator. While still the only tank in your list, at least it has AV 13 up front to try to live.
You have not AA fire. Depending on your local meta, this could be an issue.
I like your concept (sounds very Raven Guard) but I think the execution needs a little refinement. You should be able to make it work though.

Sadly the whole tact squad need to come in when using DPs, it's part of there rules.
ASM are sadly lacking, points for points Assault terms are better.
Devs are also costly and TFCs or pred will do more for you.
Plus if you can add another DP, that's 2 turn 1 coming in.

For anti-tank, its hard to beat MM attack bikes. I'd specialize more and cut way down on the MLs. Terminators will eat this list for breakfast.
Vanilla ASMs are pretty bad, I'd focus on a lot more shooting.
Speaking of specialization, I'd get a thunderfire cannon at 1500 pts. It even gets to ignore cover if you need it.
For light anti-tank, I'd use rifleman dreads to supplement the MLs and get some legit shooting out of your elite slot.
The tactical squads need rides more than the devs, imo. Give them them razors with TL LC and combat squad out another lascannon for 4 independently targeting lascannons out of your troops.
