Lets say for example you swoop an FMC to the board edge keeping on the board because you wanted to vector strike something.
In your shooting phase you can run Swooping FMC's 2d6. Can you use this Run Move to take you off the board?

Nice, That's pretty sweet then, because with Fate Weaver, you want him on the board in the shooting phase so you can reroll Warpstorm.

But ideally off the board to come back on as On-Going reserves next turn, this would be to save you from a phase of Shooting at Fate Weaver if there were lack of places to hide him.

i'd have to look up the rulings but i know (unless faq'd and i missed it) normal fliers can only go off the board during the movement phase, "running" or "flat out" for the fliers is in the shooting phase.

If you are talking about going off during the shooting phase as a "run" i dont think you can, but i dont see why you couldnt as normal movement. Theres a page and a half about flying monsterous creatures, its probably in there somewhere.

An ork with an idea tends to end with a bang.

Nothing in the ruling to say leaving the board has to happen in the movement phase:

Leaving Combat Airspace:

It's quite likely that a Flying Monstrous Creature will leave the board whilst Swooping. Indeed it can, unlike other units, deliberately do so.
If this happens, whether deliberate or not, the unit is said to have left combat airspace - it then enters Ongoing Reserves.
Whilst in reserve, the unit cannot change flight mode.

Checked FAQ, nothing there either.

The only criteria is 'Swooping' and since you are classed as Swooping until the beginning of your next movement phase or unless grounded there is nothing I can see that can stop you running a Swooping FMC off the board in the shooting phase.

The only thing to keep in mind is that it can't leave the board in the turn it comes from reserves.

^ Yep, you can't come on and fly off and that's cool.
I'm just trying to think of ways to maximise Fatey's durability when there's lack of places to hide as well as get the reroll for Warpstorm and perhaps a vector strike.
