What you mean by 'normal marines'? Are we talking about rules or models here? You need to be a bit more specific.

Normal tactical marines have the wrong equipment. If you somehow could get some stormbolter and sword arms to convert them it would be another matter.

Of course you can ally some standard marines to your Grey Knight army.

If you don't like the grey knights models, why not just go with a different codex? I don't understand this at all to be honest.
Make sure you keep WYSIWYG, and you can do what you want really.

Not everyone is a stickler for WYSWYG, particularly for new players getting into the game. If you have some normal marines you are using to flesh out your army, some people won't care.

Long term, it's good to have the right models, or at least something close.

WYSIWYG should be the first concern, after that I don't care if you field Lego men with a storm bolter glued to its arm.

Agree with this to a point. I don't mind some body saying I'm looking to buy a hell hound, can I use a rhino to test the rules out. Or I'm thinking of getting obliterators can I proxy these models in their place. Because I'm painting a CSM army at the moment I ocassionally need to ask for plain or only under coated models to be considered to have marks, never ask for more than one unit.

It get a bit much if there are more than a couple of substitutions in a force particularly if the owner is saying: these skaven figures are suppose to be chosen chaos space marines, this one has a plasmagun, this (identical one) has a ....., etc and there's just too much to keep track of.

Lego storm bolters sounds like a challenge.

You can ally with normal space marines to get some tactical squads

It's what I'm planning to do with my grey knights when I get them. Dark angels primary, with a cheap librarian and 3 tactical squads, then grey knight allies for all their fun stuff. Don't even need more than the allies chart to add a huge amount of greyknights

The rulebook has a list of what armies can ally with each other, and the Grey Knights codex has a list of what models can be used in the army proper. I suggest you read both.
