I was at a GW the other day watching a Tau player. He was running Shawdowsun in a 3 man xv8s unit w/ TL Missile Pods. One of which had the Puretide Neurochip. He preceded to tell me that meant the entire unit got Tank hunter, when I thought it was only the suit that had the Neurochip as a signature system. Can anyone clear this up for me. Much appreciated.

Although the puretide chip states "the model" all the special rules it provides apply to the entire unit if at least one model in the unit has the rule, the idea of giving just the neurochip model the rule is so that as soon as that model dies the entire unit loses the rule

Not all the rules given by the Puretide chip apply to the whole unit. Counter-attack and Furious Charge only apply to the model with the rule, they don't transfer.

Counter Attack confers to the unit too, only fc does not.

Playing mostly Necromunda and Battletech, Malifaux is awesome too!

Nope. The unit tests, but only models in the unit with the rule gain +1 attack.
Main Rulebook, page 35 wrote:If the test is successful, every model with the Counter-attack special rule in the unit gets +1 attack until the end of the phase.

The only model with Counter-attack in the unit is the one with the Puretide chip, so only that model gets the +1 attack.

Why is this in proposed rules?

Besides, Tank and Monster hunter are the only powers you want/need.

Puretide was pretty badass apparently.
