For some reason every time I go to install/update game on steam it suspendes the installation at 99% then switches between downloading and suspended, never actually downloading any information

I've googled for solutions, but so far nothing I've tried has helped.

Has this happened to anyone else and if so were you able to fix it and how?

I had something similar, not the same but this might help.
I uninstalled Steam, installed it in another location. Just move the whole steamapps directory to the new location (when steam is not running). Hopefully this will help.

I had this problem when I first got steam, one of my friends later told me that there is apparently a 'smarter' way of fixing this problem without having to uninstall/reinstall, but I'm not too gifted with computers and it wasn't that big a hassle to re-install.
