I'm trying to imagine how you can wield a big honking storm bolter on your wrist and fire a pistol from the same hand without shooting up your gun...all I'm getting are grey knights firing like gangstas.

I modeled a captain doing that... biker arms work well for this purpose... also this should be in YMDC not proposed rules

There are no rules regarding how many weapons a model can have. The only restrictions are that a model can only fire one ranged weapon unless explicitly allowed to fire more.
You could mount your captain's stormbolter on his helmet and have an auxiliary grenade launcher mounted in his codpiece.

Someone did a BA army based off rap stars... I saw it in P&M on some forum. They all had caps and gold teeth and pimped out landraiders. It was nice
