Has anyone tried lead shot to weigh down bases to prevent tip over? Seems like #9 size may work best but haven't used it so dont know for sure.
Any recommendations? Size, where to buy? Preferably internet would be ideal since I am not close to any weapon or reload stores.

It's definitely been done before and #9 is the size I've seen recommended. That said, it needn't necessarily be round shot - you may have an easier time finding metal BBs or lead fishing weights which can be glued in just as easily, or squished/cut down to fit with minimal effort, if too large.

I've used tungsten fishing weights to stabilise a small square fantasy base being used for a top-heavy Empire standard bearer. I had a tub of various sized round weights which have a split cut into the centre where the line goes. I opened it up to make two conjoined half spheres, and squeezed it flat in a vice. Once glued onto the base any remaining gaps can be filled with the smaller weights; it worked fairly well.

I use lead shot.
You used to be able to buy defective shot in a mixture of random small sizes about 1mm, which fitted nicely.
Now it seems you can only buy 2mm in the UK, which is about the maximum that will fit in the underneath. I haven't tried it yet, so it might standa bit proud depending on the base. That is no.9 size, I believe.
Obviously you could flatten it a bit with a hammer but it would be nice for it to sit without adjustments.

I didn't have any bags of loose shot when I did my Hormagaunts, so I went and removed a bunch from a few 12 ga. shells...and a little bit goes a long way. Perfect solution to the gaunts, too.

I just use fishing line weights, you can get them dirt cheap at most sporting goods stores, or even the outdoor/sporting section of big discount stores.
Even better, as they are usually soft, I just hit them with a hammer if they are too big in diameter.

Are you close to a Wal-Mart? Lead sinkers for fishing work just as well. A single pair of pliers will be all you need to split them in half (if you get the kind that are already partially split, then it is much easier) and then crush them flat. After that you just glue them to the underside of the base. Much cheaper, in my experience, than lead shot, and much easier to find. I prefer them to any other weighing mechanism, because they are easier to work with than lead shot, cheaper, and just as heavy. Especially if the job requires that part of the base be weighted more than another, they are my go-to material. That being said, if the base isn't a slotta base, then the aforementioned nickel is also a fan favorite.
