So it's my understanding as per the BRB that battle brothers abilities affect each other
For example
Eldrad can target tau for friendly psychic powers
But can eldar benefit from tau marker lights?
As for the rule book it says the can use psychic powers abilities and so on..

Not for any of the codex Eldar powers that say they affect 'Eldar' units. But RB powers, sure.

You can't have Eldar units make use of Markerlights. However, if you put an Eldar (or SM) IC in a Tau unit, the Tau will be able to make use of the Markerlight, triggering the effect, and the Eldar IC will be able to make use of it.

I don't have an Eldar codex, so I don't know how useful this would be for someone, but RAW wise, you can.

Eldar have a Fairly high BS anyways, but for some reason our Vehicles only have a BS of 3....Eldar also hardly care about cover unless it is night fighting since we are so mobile. We use it and deny the enemy it!

You could put a techmarine with a conversion-beamer ina tau unit, and use markerlights to make his Bs better and remove cover saves people would get from it. if you put him on a bike, he could move with a unit as well, do get good positions. Maybe join a Riptide since the both have crazy range on their shots.
