So I'm thinking, a clan specific Ork unit choice thats built on the lore given under the Looted Wagon profile...
"Looted wagons are very popular with the Death Skulls clan, who habitually liberate vehicles from the enermy... it is a source of great prestige for a Death Skull to loot a vehicle, repair it on the spot, and use it upon the enermy in the same battle in which it was destroyed..."
With that in mind, I present Da Wrekkaz
Elites - Ork Wrekka Mob
WS: 4 BS: 2 S: 3 T: 4 W: 1 I: 2 A: 2 Ld: 7 Sv: -
-Points Cost: 8 points per model
-Wargear: Shoota or Slugga and Choppa, Wrekkaz Toolz. Up to one Burna per ten models at +10 points per Burna.
-Mob Size: 10-20 Models, can be led by a Mek for +10pts.
Wrekkaz Toolz: Any model armed with Wrekkaz Toolz can 'loot' wrecked vehicles on the field, turning them into Looted Wagons. They can Loot a wrecked vehicle (but not one that has been blown apart!) that belongs to either player by moving within 2" of a wreck and making a special "loot" action during their shooting phase - roll a d6 for each Wrekka Boy attempting to Loot the wreck, and on a 6, 1d6 Wrekka Boys are removed from play and the Wreck becomes a Looted Wagon with 1 Hull Point. If you do not have enough Wrekka Boyz in the mob to fulfill the quota, the looting attempt fails. Note that multiple Wrekka Boyz mobs may attempt to loot the same vehicle, and count as one big attempt. Wrekka boyz Mobs may also attempt to Loot multiple vehicles in one turn, but each model can only attempt one looting per turn, and you must state which boys are attempting to loot which vehicle before rolling. Wrekka Boyz Mobs that attempt to loot a vehicle cannot shoot or assault in the same turn, and cannot make a loot attempt if pinned.
The Looted Wagon is automatically "immobilized", and is armed with two Big Shootas as default. If the vehicle was equipped with some kind of large blast weapon, the Looted Wagon may now have a Boomgun at a cost of an additional 1d3 Wrekka boyz. If the vehicle had a flame template weapon as its main gun, it can now have a Skorcha turret at a cost of 1 extra Wrekka boy, though the Boomgun and Skorcha upgrades are mutually exclusive. However, all of these weapons start off as "destroyed", though they can be repaired when the Looted Wagon is brought into play or by a model with Meks Tools. Looted Wagons that lack a Boomgun have a transport capacity of 12 models.
If multiple 6's are rolled when looting the wagon, each 6 after the first one restores 1 hull point (which can take it above the maximum of a standard Looted Wagon), removes the Immobilized effect, or fixes one destroyed weapon. The only time that Wrekkaz Toolz can perform any 'repairs' as such on a vehicle is when it is being converted from a Wreck into a Looted Wagon - it represents the ability of multiple Deathskulls working together to salvage usable parts from the Wreck. Models equipped with Mek's tools can only repair weapons and hull points that the Looted Wagon acquires upon being looted.
If a Looted Wagon is later wrecked, it can be "looted" again!
Feel free to remove the wreck from the board and replace it with a suitable Looted Wagon model. Otherwise, simply put a token or counter next to the model to show that it is under your control. There are no restrictions to the type of vehicle that can be looted, based on race, design, and so on - a Monolith or Falcon Grav Tank is just as suitable a target as a Leman Russ, a Rhino or a Trukk, though they all function exactly the same once Looted. However, fliers and skimmers cannot be looted.
Wrekkaz tools allow a model to inflict an automatic glancing hit in close combat on a to-hit roll of 6.

Sounds like fun and would be a blast to try.
I only have one question though.
If the looted vehicle is wrecked or exploded, do the Wrekkas count as crew (therefore killed in the blast) or passengers (disembark but take strength 3 or 4 hits)?

Originally it was a Grot unit for like a Grot Rebels army list lol.
The boys onboard would count as crew and be killed in the explosion. It would get too confusing otherwise. Also thinking it might be a good idea to change the 1d6 Wrekka crew to like a fixed number. For starters, six Wrekkaz at 8pts/each is more expensive than a basic Looted Wagon... also if the Krew cost was high enough (maybe 10) they could be passengers that disembark, ready to loot something else.

Only one small thing. Under examples of what could be looted you said falcon, only to invalidate it with the next rule.

I think the overall idea is good, but the rules are a bit too complicated with the whole "sacrificing models" idea. How about something along the lines of the following.
Loot and Salvage: If a mob of Wrekka Boyz moves into contact with a vehicle wreck, they may attempt to loot it for their own purposes, wherever it was a friendly or enemy vehicle. Roll 2D6 and consult the following chart:
2: Nothing 'ere Boss. The wreck is unsalvageable. No further attempts to loot the vehicle can be made. It's too damaged to be of any use for the current battle.
3: Is my trukk!: A fight breaks out amongst the mob. Remove D6 Wrekka Boyz and roll again.
4-6: Dis bit goes 'ere: The Boyz manage to build a Trukk out of the wreck. This has all the standard rules in the Ork codex.
7-9: Keep workin' boyz!: Nothing is created this turn, but additional rolls on the vehicle are improved by +2.
10-11: A Looted Wagon has been built. The Wagon is armed with a single Boomgun, and may not carry passengers.
12: Nice 'un Boss!: The Boss has outshined himself in this scenario: A Battlewagon has been created from the wreck. The Battlewagon has D3 Hull Points and 2 Big Shootas, with no additional upgrades.
I'm sure this chart could be improved but it's a lot easier than the current idea. Perhaps Burnas give a bonus to the chart or something.

I relly like this idea, but make it "for every looted vehicle remove 4 wrekkaz to crew it" so theres an offset

The only change I'd make is that Boomguns can only be 'found' on vehicles with an appropriately large gun. Even Orks can't loot a Rhino and make a goddamn cannon out of it. Otherwise, those are some pretty sweet rules man.

This actually gives me another idea. Boys that improve their gear by looting Wrecks. Maybe also by killing enermies in close combat or at short range (they loot the bodies etc). Too bad the name "Lootas" is already taken...
