So, a friend of mine recently boasted that he could take a Tau Commander with a Command and Control Node, put him in a unit of Devestators, give them plasma cannons, and be able to re-roll the scatter dice for the plasma cannons, provided that they scattered far enough away to not hit anything. He claims that the since the scatter roll failed to hit, it is a failed to hit roll, and is eligible to be rerolled.

Does this track, or am I just being unfairly prejudicial against the tactic because I don't want to lose my terminators?

That's not correct, I suggest he look up what a "to-hit roll" actually is.

This past week, I looked the rule up again. Under re-rolls and blast weapons, does it not say that re-rolls allow you to re-roll the scatter distance? Am I just reading this wrong?

Your friend is being too harsh on himself. Page 33, blast weapons and re-rolls: if you have the ability to re-roll to hit then you can re-roll the scatter dice. There's no requirement that you miss the target entirely, if you scatter and don't hit enough models you can take the risk of getting even worse scatter next time and re-roll it.

(Also, don't forget that you can re-roll failed "gets hot" rolls on those plasma cannons.)
