Here is a mostly Powered Armor Dark Angles. The only reason for the Deathwing is I am still working out the Plasma Cannons. Currently in my local Meta, the only AV14 I have to deal with is an Ork Battlewagon.
2000 Pts - Dark Angels Roster - May Dark Angels
Azrael, 215 pts
Ezekiel, 145 pts
Command Squad, 255 pts (Standard of Devastation, Power Armour; Melta Bombs x3; Chainsword x3; Plasma gun x3)
1x Apothecary
1x Company Champion
Basically the plan is to place The Command Squad were it can affect the two tactical squads. I think I am going to place Devastators in the ADL with one of the HQs.
I do not plan on Deepstriking the Deathwing, though it is still a possibility.

Ignoring the "but what if the earth falls out of orbit and satan starts raping kittens" scenario it looks... unfocused, even for an army proclaiming to be plasma spam.
Why a Std of Devastation? If you are going to spam plasma, go with Std of Fortitude and get the FNP bubble.
The dark talon fits your premise but I think you would be better served by a veteran squad with 2 PP or plasma... A Dark Talon has crappy armor and is a big threat. To me that converts into quick dead and a high potential for first blood.

Ok, for me this is Spam Light, one of my other favorite 2,000 point list has around 30 Plasma Weapon in it.

I was thinking of going for the Massive Dakka, but it could work as well.
Personally I have been experimenting with the Dark Talon and I think I could do well with it if I could get it to show up before turn 4.
I also dropped the Champion for an Extra Plasma Gun in the Command Squad

I would split your tac squads up to 5 man units and take more plasma cannons. You already arent going to be very mobile, and you are going to be hanging around the command squad, might as well get more use out of the situation.

Tac squads can take 1 heavy weapon and 1 special weapon once it has reached 10-man strength only. Tac squading would not bring more PC (just imagine the cheese if there were no such restrictions).

They can take a heavy weapon or special weapon at 5 man in the DA codex, just so you know.
