I've been googling around and find contradicting interpretations all around...
Using the latest FAQ:
1) Which (if any) abilities are usable from within a Chimera?
2) Can officers use orders to enhance Soulstorm?
My guesses are "none" and "yes", but it would be great to get a clarification. Page references are welcome!

1. They can use the one that is a Psychic Shooting attack, Soul Storm I assume from question two. Not Weaken Resolve at any rate. You only have permission for shooting weapons or witchfires from a fire point.
2. I'd say it depends on the order. Obviously First Rank Fire! isn't going to do anything for their powers, but Bring it Down! or Fire on my Target! may depending on wording. We'll have to wait for someone with the codex handy to weigh in more specifically. They also can't be ordered around while they're in their Chimera obviously.

Bring it down doesn't seem to work as it is labeled specifically as "weapons gets twinlinked" meanwhile all psyker shooting attacks are labeled as "psychic shooting attacks" not weapons, if it said "all shooting attacks are counted as twinlinked" then I'd agree
Fire on my target works since it doesn't menton weapons it just mentons shooting attacks (so my assumption is ALL and ANY shooting attacks). I may be wrong but I hope it helps

Sounds like Bring it Down! won't work then, as a PSA isn't a weapon. Fire on my Target! will by the sounds of it, as it's not dependent on weapons.

PSA's do count as weapons. Assault weapons normally (unless stated otherwise).

pg 78: "passengers ... can fire shooting weapons (or use witchfire/PSA)".
In the BRB FAQ this situation is specifically addressed for transports: "Q. Can psykers use a vehicle's Fire Point(s) to manifest powers that require Line of Sight whilst still embarked?
A. No..."
With regards the enhancing of orders - PSAs count as Assault weapons as previously mentioned and therefore would benefit from the two senior guard orders mentioned.
My argument is that it has a weapon's profile so it's a weapon.

Orders can't be issued to an embarked unit. But other than that, they could be used for BID and FOMT. However, you must consider that you need warp charges and cannot use the same power twice in a phase.
