With the constructs because they don't have a threshold check would this mean if say one had 2 left after leaching this would remain into the units activation. Therefore they would have left forcing potential.

Figured shifting stones just became more important for a Orboros army.

Yes, but that's the same for any beasts with fury that didn't frenzy. If a beast doesn't frenzy, it has to keep all the fury points on it.
