Hi I am new to eldar, and I am in the process to making a trade to acquire an army. I plan to make an army around 1750 - 2000 points....The guy im trading with is allowing me to choose models from this list... can you guys help me out in picking some? I understand a new codex is coming out , so if you can somehow tell me what is good and you think will become good I would appreciate it...
Farseers, autarch, avatar, wraithguard 17, howling
banshees 12, striking scorpions 6, fire dragons 12+, guardians 40,
rangers 10, 12 swooping hawks, 3 vibrocannons. 2 wraithlord, dark
reapers 8, fireprism tank, wave serpents 2, harliquins 20, 5 war
walkers, warmachine , falcon grav tank

Eldar is my first 40k army the lists I use are mostly footdar. In my experience I like Dark Reapers mine seem to do well against most everything. Farseer's are great hq choices that work very well when buffing your troops and dooming enemy units. I sometimes take a Autarch for his bs skill as his strength 3 and toughness 3 can get him/her into trouble mounted on a jetbke he can be a real tough customer who can cause some real damage. Striking scorpions are great when dealing with hordes or guardsmen use them on weak low armor save units. Banshees are great marine killers but not as effective against hordes. Fire Dragons are excellent anti vehicle but they really need transport. I have used all these units listed except swooping hawks and with Eldar you want a little of everything. Eldar are a highly specialized army that need to be supported by their other partners.

Farseers are basically mandatory for an Eldar army, whether it's a basic one, Eldrad, or both. The Eldar powers and/or Divination is too good to pass up.
I haven't used an Autarch in 6th but I used to have some pretty decent luck attaching him to some Warp Spiders. Now he's kind of wasted on them and I prefer double seers, so YMMV.
The Avatar's really dependent on the rest of your list. He's great in a foot list to give everything fearless and be a good counter-assault deterrent. He has no place in a mech list as he isn't fast enough to keep up.
Sadly, Banshees are nearly unusable this edition. They don't have the resilience to make it across the table on foot, and since they can't assault out of a Serpent they'll be standing around getting shot for a turn. Hopefully they bring them back up to their old standard with the new codex that's around the corner.
Scorpions are ok, they can do their job alright if thrown up against the right thing. Don't expect much success against MEQ unless you outnumber them, and don't even try against TEQ. Not being able to assault off an outflank anymore really hurt them, IMO.
As said, Dragons are great in a Serpent, just send 'em at whatever tank you want dead, but be prepared to lose the squad so make it count.
Rangers can be ok, they're decently survivable in ruins or behind an ADL, and can be good for taking out special weapons from squads. Don't expect them to kill much, just to sit on objectives. I've never found the Pathfinder upgrade to be worth it, but some people swear by it.
Wraithlords can be ok, but they're overcosted and generally overshadowed by other HS choices.
Dark Reapers are very fun, but very expensive. They're consummate marine killers, and can threaten light vehicles as well. Strangely, I find they do better in lower-point games, when I don't need to worry about armor-popping so much and don't need my Fire Prisms.
Fire Prisms are golden, one of the best units in the book IMO. Don't bother upgrading them, and they work very well in pairs. There's always a use for them no matter what you're facing.
Wave Serpents are good sturdy transports, but very expensive so be careful how you equip them, and you probably don't want too many.
Harlequins are the assault troops you want to use. Give them a Shadowseer for stealth+shrouded, and put a kiss on each one, very hard unit. They're a glass cannon though, so watch out.
War Walkers are also awesome. A squadron of three with dual scatter lasers puts out 24 s6 shots, pair that with a Seer with either Guide or Prescience to reroll hits, and you've got something that can kill infantry, MCs, and vehicles up to AV12. They can even threaten flyers with the amount of shots they're throwing.
I don't have experience with the other things you've posted so I won't comment on them. Also, there's nothing in the book called a warmachine, so not sure what you mean by that.

If you want suggestions outside that list, I'd recommend Warp Spiders. They're huge amounts of fun, and really effective to go with it. Lots of mobile s6 fire, 3+ save, jump packs with assault moves, and can get Hit and Run. Fantastic harrassers and light vehicle wreckers.

Farseer for sure, as said above.
5 fire dragons and an exarch if possible.
Dark reapers are ok in a 3 man squad in my experience. 2 + exarch w/ tempest launcher is the best set up.
1 or 2 wave serpent are always ok to have. Avoid falcon. A single fire prism is quite useless, the perfect number is 2 for combining beams or 3 for redudancy. However I usually avoid them.
War walker are great equipped with 2 scatter laser each. I'll take 3 because squads are 1-3 and you want a full squad. Running more than a single squad requires specific lists.
Harlequins are really good, you should get 5-10. If possible i'd take 5 normal harlequins, 2 with pistols, a jester, a shadow seer and a troupe master. Everybody with kisses except for troupe master and jester.
Talking about the new codex I think it's quite impossible to tell what will be good and what will be nerfed. So I'd suggest to wait for it and only then buy those models you want. On the other hand is completely understandable that you want to get into the game.
The models I suggested are, as for now and imho, the best you can take from this list. Moreover i listed the options that are actually playable because I don't know where you usually play and wheter or not those models are new and unboxed or already built. Think about warwalkers: i'd never buy a ww equipped with bright lance + shuriken cannon because this is just unplayable. If you just play friendly games however, you can proxy the equipment, so this could not be an issue.

I wish I could wait for the new codex, but once it comes out the prices will shoot up. I am trading a collectors edition 3ds (legend of zelda) for this army and waiting a few months prob wont allow the deal to go through

It's hard to tell what will be good in the new book. As for models, though, I'm not expecting much to be updated besides Warp Spiders and Jetbikes. There's images of a new multipart, single pose Farseer, but it's just a plastic version of one of the current metal ones. There's sure to be some new ones, like a flyer, a big oval-base monster, and maybe a few new infantry squads. The current Aspect Warriors mostly look fantastic, but they're in Finecast, so hopefully whatever you're getting is the metal ones.

17 wraithguard??? You have to get at least 10 of them! Buy yourself a warlock and the tau shadowsun and you've got a super mini-deathstar which can be fortuned for a t6 2+ re-rollable cover unit. AWESOME
People will tell you to take war walkers, those people are right. Get all 5, buy yourself another and have 2 units of 3 with scatter lazors putting out 48(?) str 6 shots a turn. Buy eldrad, Bang. army. Totally awesome army as well!
