It says you put a counter next to the unit if the TS shoots at it and gets at least one hit. "Shoots at" is perhaps a little ambiguous; you might get some folks who will argue that means "target with a shooting attack", but if GW just meant "target", then they could have said that. I think this would work. If the template (dispersed mode) or whatever hits multiple units, they'd each get a counter.
As far as a "teammate" goes, the rules don't tell us, as they don't include team games. If you're playing like you're one army, sharing a turn, a shooting phase, etc., I would tend to say yes, you should be able to benefit from things like this which help "friendly units". But you need to work out the ground rules for those kind of interactions with your fellow players before the game.
