So the Targeting Relay says if it manages at least one hit place a counter next to the hit unit and all other friendly unit shooting at the unit with the counter on it count as being twin-linked for the remainder of the shooting phase. Now my questions are:

If you take a Particle Shredder and hits multiple units do all the hit unit receive a counter?

Also if you have a teammate does the twin-linked also work for their units too? Because the wording says "All other friendly units that shoot at the same target later in the same shooting phase count their weapons as twin-linked"

It says you put a counter next to the unit if the TS shoots at it and gets at least one hit. "Shoots at" is perhaps a little ambiguous; you might get some folks who will argue that means "target with a shooting attack", but if GW just meant "target", then they could have said that. I think this would work. If the template (dispersed mode) or whatever hits multiple units, they'd each get a counter.

As far as a "teammate" goes, the rules don't tell us, as they don't include team games. If you're playing like you're one army, sharing a turn, a shooting phase, etc., I would tend to say yes, you should be able to benefit from things like this which help "friendly units". But you need to work out the ground rules for those kind of interactions with your fellow players before the game.
