I just realized a mistake that the codex made: under the Ethereal's page it says that the invocation of the elements can be switched every movement phase of the Ethereal's but in the back of the book it says each movement phase. Which one should I refer to?

Every movement phase of the Ethereal. The summary is truncating the rule.

Just adding to the fun: You can use the powers inside of a Devilfish, and you measure his 12" bubble from the hull then.
Much anger and glory was found this day.

There are a number of "conflicts" in both Codexes and the main rulebook when it comes to summaries. If in doubt, always go by the fully written version in the core section of the book.

The summary section actually has a note telling you to go to the main section for full details.

The rules in the summary have been shortened for the benefit of quickness, which is when they are most useful.
That does compromise some of the details however.
