Can Mephiston cast Wings on himself while embarked in a Zooming Storm Raven and then use the Skies of blood to disembark? After doing some searching I couldn't find a good answer.

He could also use Skies of Blood to disembark without casting it. You don't need to move as jump infantry to use Skies of Blood.
He doesn't have Descent of Angels in any event, so he'll also scatter the full 2d6".

Also of note is that since Mephiston is not an independent character he would be in the Stormraven by himself (not counting the dreadnought). Not the most effective use of the Stormraven, IMHO.
