So this came up in a game yesterday. Long story short, Tervigon can shoot multiple weapons. Also, it had smite and life leech. Is it allowed to use smite, fire smite, use life leech, fire it, and fire stinger salvo?

Short answer no. Psychic powers count as firing a weapon. Tervigons are mastery level 1.
|

In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.

The Tervigon can shoot 2 weapons a turn as it is a MC.
Shooting psychic powers count as firing ranged weapons. So it could fire 2 of them in a turn, if it was not otherwise restricted by being Mastery lvl1.
So the Tervigon could fire its Stinger Salvo and either Life Leech or Smite.

But yeah, you could only fire two weapons a turn.

No. The Tervigon can have 3 psychic powers (either codex powers or rolled for), but it is still only Mastery Level 1, able to use only 1 power per turn.

Usually they will, but that isn't always the case. Specifically, Psykers without a stated Mastery Level (so pre-6th Psykers) have a Mastery Level equal to the number of powers they can cast in one turn, which is usually one. Tervigons do not have a rule allowing them to cast multiple powers, so they are Mastery Level 1. However, their FAQ gives them access to as many Psychic Powers as they buy, so they may know more Psychic Powers than their Mastery Level would suggest.
Basically "Mastery Level" and "Number of Powers Known" are not, in any way, equivalent. They just happen to be the same number in most cases, and without further guidance the latter is derived from the former.

Not really.
Vanilla, BA, and DA Librarians always know 2 powers IIRC. But they are only mastery level 1. And can purchase a second mastery level.
If anything, Librarians are an example of a model having a different number of powers than its mastery level.

No.
It has ML 1 so can only use 1 psychic power. Smite and Life Leech is two.

No it can know three different powers, but the Tervigon will still be mastery level 1. Even if it could get a higher ML, the OP's description still fired three "weapons" which it can't do either.

It is worth to note that the Cluster Spines/Stinger Salvo is a "Thorax Mounted Weapon". You can use a "Thorax Mounted Weapon" in addition to any other shooting attack.
In this example it doesn't matter, because the Tervigon is Mastery Level 1 (see the Tyranid FAQ), but a Tyrannofex for example, can fire two weapons (Relentless as it is a MC) and the "Thorax Mounted Weapon".
