I just noticed the rules entry for Shadowsun does not have the bulky of very bulk special rules. Nor do stealth suits. And since per the DF rules they are "may not transport models with the Bulky,
Very Bulky or Extremely Bulky special rules", Am I right in believing that you could put them in a fish? Tactically not sure why I would want to do that yet. But it looks like an interesting option, and way to reduce the effect of intercepting weapons on stealth teams.

I believe Jet Pack makes them bulky.

Note that Drones get a special exception from this rule, so they can still embark on Devilfish.

Interceptor Drones can disembark at any point during the Sun Shark's move (even though models cannot normally disembark from Zooming Flyers).

I thought about that except all other battle suits are specific in having that rule and Shadowsun and stealth are not.

No, other battlesuits are specific about having a different rule than what Jet Packs would give. Specifically Very Bulky rather than plain old regular Bulky. Neither Shadowsun, nor the Stealth suits, have any rule allowing them to ignore the Bulky from being Jet Pack Infantry like Drones do.
