No, you are not allowed to move more than 6" a turn when carrying the Relic.

Except that skyleap doesn't move a unit, it is removed from the table and placed back into reserve. As soon as this happens the game breaks and can not continue, since no rules for handling the relic carrier leaving the table are ever given.

You might want to check the FAQ:

Page 131 – The Relic, Dropping the Relic
Change the second sentence of the first paragraph to “If the model falls back, the Relic is dropped automatically before the model performs its Fall Back move. If the model is removed as a casualty, or is in any other way removed from the table – whether voluntarily or otherwise – the Relic is dropped automatically and placed within 1” of the spot where the model last was before it left the table. Note that embarking onto a Transport is an exception to this, as detailed below.”

Oh, huh. Guess GW finally does listen when people say their rules are broken.

That was what I was thinking too Nos how have the Hawks picked up the relic in the first place?

The only ways I can think of are -
Autarch with Wings and Immovable Object Warlord Trait joined to a squad of Swooping Hawks (in which case the Autarch is picking up the Relic) or
Allied with Grey Knights and Grand Strategy being used to make Swooping Hawks scoring (can be argued against but it is a possibility).

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.

Or Baharroth with Immovable Object.

Iranna,

Yeah but who uses Baharroth?

Yeah I was going with the autarch being able to carry it but it just seemed simpler to say the swooping hawks so I didn't have to explain anything

The GK FAQ restricted Grand Strategy to units from the GK codex.

The context of the Grand Strategy rule also limits it to units from the GK codex, but there were questions so it got an FaQ.
