The only thread on Ravenwing Attack Bikes I could find was this one. So apologies if this has been asked before!

Ravenwing Combat Squad: The squadron's Attack Bike and Land Speeder are purchased together with the squadron's bikes, but from then on they operate as completely independent units of one model. If a Ravenwing Attack Squadron consists of six Raven wing Bikers (including a Sergeant but excluding an Attack Bike) then it may break down into two Combat Squads of three Ravenwing Bikers following the rules for Combat Squads (pg 28) .
Independent Characters can join other units. They cannot, however, join vehicle squadrons (see page 77) or units that always consist of a single model (such as most vehicles and Monstrous Creatures). They can join other Independent Characters, though, to form a powerful multi-character unit!

Underlines are mine, rest of the text is straight out of Codex: Dark Angels and the BRB. Does this mean that if you had a Techmarine on a Space Marine Bike he would be unable to pair up with the Attack Bike?

I want to say no, but I think the answer is yes.

No, as per the Ravenwing combat squad rule the attack bike is always a unit of one model, which ICs are forbidden from joining

To my knowledge, attack bikes are always units of 1 so no, an IC cannot join it.

I could be wrong about the AB's always being a unit of 1 though, not 100% sure on that.

That's pretty much what I was thinking. I could see some confusion since they are purchased as part of a Ravenwing Attack Squadron, even if they aren't part of it once the game hits the table.

They're a unit that always consists of one model - the FOC purchase doesn't really come into it. For another example look at Sanguinary Priests or Imperial Guard Platoons, who (blobbing aside) are purchased as one option but are considered separate units before they even hit the table.
