I am not sure what you mean, as the dire avengers don't have capes or Tabard's (it has a d on the end not a b) they only have loin cloths and the exarch has a back banner as far as I know, so pics would help.

That piece helps make up half of the socket in which the torso sits. As such, to leave off you will need to be decent at sculpting to fill the spot. Otherwise you can get essentialy the same results using Guardian legs.

As others have said, yes its a must. assemble the legs with the waist cloth first, if you glue the torso to the legs then try to add the waist cloth, it will not fit as it is keyed to fit into a notch on the legs.

I just got a pile of poorly assembled dire avengers where the previous owner did not put the waist cloth on any of them, they all look like bobble heads, with floppy torso poses. I have to strip and peel all of them apart.
