I'm thinking about getting back into Warhammer though I never really "started" playing an army of mine. I've narrowed it down to three choices: space marines, chaos space marines, or Necrons. I am more leaning toward chaos and then Necrons followed by sm.
Originally I wanted to make a berzerker army but felt that only being good at one thing maybe not the best option. I guess you can say I'm a little perfectionist where I try to get the best I possibly can have. I'm not an extremely competitive person or a sore loser but I do like knowing I have the best for what I need.
So I was wondering what you guys thought about having plague marines or other chaos forces in combo with Berzerkers, yes I realize this can't be a world eaters army. I'll justify it by making my own warbands and saying they don't really worship chaos much at all, rather see it as a tool to be used. So they don't worship any one specific God, just use whatever is most useful to their needs.
But what are your thoughts? I might make chaos my dedicated cc army if I later plan on getting sm or Necrons. But would it help or hinder me to maybe take away Berzerkers and add other units for more balance rather than sheer melee force. I know this is a very open question and there is no best army but I'm very new to this and don't even have the up to date codecies.

Well it really depends on your play style and your preference in aesthetics or if you care at all.
My suggestion is to start vanilla space marines, as it will teach you all the basics while letting you build however you want while being very forgiving against mistakes.

It's pretty rare to find a CSM army aligned to a single god. Never mind that it's rare to see in fluff, it would be a severe handicap on the table top.
If you decide CSM, just pick the best units for the job. I'd say do a lot of proxying at first. Some look great on paper but may not really fit your particular play style. For example, if you are more of a run up and hit them in the face type of guy then you might not want havocs/oblits in the list.
Also, it is quite commonplace for people to swap units around depending on what they commonly see being played in their gaming area. For example, your area might shun flyers. In that case you probably won't worry too much about having any type of skyfire weapons. But you won't know that unless you go down to the local stores and just watch.

I would go for Necrons. If you play SM or CSM you will have the classic problem of marines fighting marines (i suppose CSM are different enough to mitigate this problem). I have always been a big Xeno advocate, and Necrons are a powerful force at the moment with from what i can tell a fun play style.

I played Necrons as my first army they had a very linear play style and very few good cc choices. I went chaos space marines and never looked back. Their fluff is better, they have Ann extremely versatile army and just plain look awesome. I couldn't imagine playing another army nor have any Desiree to. I'm up to 8000 points of chaos space marines.

With Marines you have the luxury of reusing some models in more specialized chapters down the road. Also, everyone plays or has played Marines at some point. Vanilla marines is a great army for getting used to how the game is played and a feel for a general army. I can't speak much to CSM since I've never played them, only against them. They have a lot of rules (in my opinion) to grok in addition to the large amount of rules in the general rulebook. They appear to be pretty fun and the armies that I've played where they ally with demons have been really fun. Necrons is one of my two primary armies (other being Orks). Necrons are a very tactical army. They aren't that good in close combat but pack a mean shooting punch at 24". Their vehicles are cheap (point-wise) for what they are and pretty heavily fortified thanks to Quantum Shielding. The Battleforce box comes with Warriors, Immortals, and a Ghost Ark. Ghost Arks are one of the best transports in the game in my opinion because it's a 13 AV (until it gets hit with a penetrating hit), can shoot at targets, and has the ability to repair Necron Warriors. Adding in Crypteks also add a lot of different play style and tactical options as well. Once a unit is in close combat though, the odds will be against you in most cases. I've found that if you know your opponent ahead of time, you can usually find a solution to anything they throw at you. For general play where you may not know who/what your playing ahead of time, they are a bit trickier to plan and execute successfully (but still very possible).
