Just came back to the game after a long absence, I was wondering is it acceptable/bad form for someone to "forget" their skimmer bases e.g tau hammerhead. If bad form what would be a reasonable response? Immobilised? (I understand they break and can be a pain in transport but that is very much not the case here) The particular player in question does this for cover purposes for the vehicles and other units.

If they're leaving the base off to gain cover save, I'd say it's reasonable to not play the player. Or no cover saves at all until they stick the base on.
Have them count the vehicle as being at the appropriate height for determining cover.
It's is extremely bad form.

Depends on the game. Is it a for fun/learning an army, or a tournament game.
If it is for fun, or just a first run with an army, I see no problem in forgetting bases, so long as both players agree on the height of the unit(in the case of the Tau ones the landing gear is only a fraction of an inch shorter than the shortest flight stand so it matters very little on them) before hand.
Tournament games should see the unit removed from the table as it is modeled inappropriately.

Thanks all, greatly appreciated.
Was playing friend of a friend and trying to get back in to it. He was a bit "win at all costs" and not at all helpfull (despite the fact he had agreed friendly, go easy etc). Anyway he is emigrating to Aus so not major.

It's is extremely bad form.
The appropriate height with the short transparent stick is exactly 1mm higher profile than just leaving the hammerhead on it's landing gear, with that said the thing is a skimmer and has cover anyway so the whole tactic is a waste of tame in most cases.
