So what do you guys think, a close combat unit for the IG. This could either support your gunline by counter-charging or ride to the enemy in a chimera. Do you guys have tips for changes? Altough it is not in the codex (or any codex) I will still play them against friends, just becouse I can.

I dunno how well Gladiators fit into the theme of the IG.
I'd say, maybe make Prison Troops less gakky at assault, and/or make Squats a thing again. Or, you know, take Ogryns - they're actually pretty damn killy.
Edit: The bolt pistol upgrade seems way too expensive for what it gives you (ie, jack all). Gladiators also would not be lead by a Sergeant.

Well this really belongs in the proposed rules section. I'm struggling to understand how a storm shield and power weapon equates to 15ppm.
These also seem like a copy and paste from GK, and don't really fit with the IG theme. Leave them to the GK codex and just bring henchmen allies if you really need a counter assault unit.
A better idea would be to try to fix rough riders or ogryns. The new IA book has had a pop at making death riders worth taking, but whether their points cost will make them worth it is remained to be seen.

Consider equipping each with 2 pistols (las or bolt), 10-man size, grenades(!) and giving the squad FNP.
Up to 2 models can be equipped with a flamer.
Sergeant can choose to swap a pistol for a power sword.
If you want to go real old school, give them jump packs as an either/or option with the chimera.

Your stats and all are well thought out. A little low on PPM if each gladiator gets a SS and Hammer. Honestly though I don't feel like this fits in IG well at all. Just my personal opinion but guard should have no units that are decent in CC. Mostly because I think it would cause imbalance and strengthen guard.

not a SS hamer, I copied SS power weapon from GK codex. But I think Infinite got a cool idea with the jump packs 2 laspistols up to 15 man grenades FNP 2 dudes can get flamer of melta sergeant power weapon as upgrade with jump packs for 15 points

There are some nice rules in IA 10 for Space Marines with shields that allow them to re-roll failed armour saves. AP3 weapons still penetrate and don't allow any save.
Perhaps if you gave them carapace armour and this rule? They get a 4+ re-rollable armour save, but lose d3 inches of their run/charge distance?

Allies have already thrown this sort of balance out of the window. Other than that, I totally agree with you (cept for Ogryns, they should totally stay because they're awesome)
I'm liking the FNP squad and I really, really want to go take a look at those boarding shields. I really think that we could just modify the Penal Legion a bit and make them slightly less gak, that, or drug fuelled berserker types?
Anyway, my contribution;
Squat Vanguard
The Squats, another 'sanctioned abhuman', are characterized by their short height and stocky build, their thick beards and their strong love of drink. They are slow, but sturdy, and used to hold the line against incoming assault troops, presenting the enermy with an impenetrable wall of shields

Special Rules
-Shield Wall

Scutum Combat Shield
An enormous iron shield, the Scutum allows its user to re-roll failed armour saves. In addition, they gain the Shield Wall special rule - if in base to base contact with at least two other Squat Vanguards, a models toughness is increased by +1. However, a shield wall is impossible to maintain on the charge, and you do not recieve this bonus in any combat in which the Squats were the ones to charge the enermy!
Blunderbuss
The blunderbuss is a heavy duty combat shotgun with a large bladed attachment. It serves double duty, blasting away at an oncoming opponent before being used to spit them in close combat. This weapon confers +1 Strength in the first round of close combat, and counts as a weapon with the following profile
Blunderbuss: Range 8", Strength 3, AP -, Rapid Fire 4
As a rapid fire weapon, this weapon fires double shots at half range
Walk it off laddy!
Squats are almost inhumanly tough, and so possess the FNP (6+) special rule. However, as they are almost inevitably in some state of inebriation during a battle, they always move as though they are in difficult terrain!
Essentially, fight close combat with overwatch. Thats how the IG *should* do it IMO
