Hey I was just looking at my army and decided to have a chapter master and I noticed it had the Orbital Bombardment special rule. So I looked it up in the codex and it looks like a pretty good attack, with a unlimited range and strength 10 and ap 1.
Since it can only be used once per game (I think) would it be a good thing to use first turn to destroy a tank or a unit of infantry?
Also I can't seem to find the "Barrage" rule in my rulebook or codex what is barrage and does it use the large blast template?

It does use a Large blast, Speaking from 5th ed here keep in mind things might have changed. I Usually use it withing the first two turns, by second or first turn you usual can see some things that are going to be problems. Get ready for the full 2D6 scatter to screw you over a lot though. It's unforgiving.

Barrage means no line of sight is needed, but you scatter the full 2d6 instead of subtracting your BS. It was also Errata'd to be a large Blast The only thing about OB is no movement from the Ordinance rule, so it is counter intuitive since the CM has to move with the CC escort, so unless you're in TDA, you won't be pie-plating. TDA gives relentless, so moving and shooting ordinance is on the for that price if you have wiggle room. I used to take this guy in my early games just for the pie-plate (cc prowess was a bonus), but the cost compared to a TDA & SS Libby is more conducive to my army. EDIT: Damn Ninjas

EDIT: Damn Ninjas
Still can't move, even if you are in TDA, with the CM.
The requirements to shoot it are explicitly "Did not move in the Movement phase.", or similarly worded, not "Heavy 1."

Well, still as he asked, is it worth it to destroy a tank or unit on turn 1, I'd say that's it's only ralistic use. The opponents army, depending on how big it is, will be bunched up, and the furthest possible distance from your army. The worst scatter will either take it off the table or into no mans land in the middle of the table, and at best it will scatter onto another target, made easier by the opponents army, again, being bunched up. Your CM will need to stay put for that turn, but that's not too much of a problem, even for an assault unit. It'll be less of a target turn 2 and can counter assault.

The Barrage rule can be found on p34 of the rulebook.

Can't I use the chapter master as an independent character and then just not move him the first turn? One of you mentioned that I scatters the full 2d6 I thought all heavy weapons did that? Doesn't plasma cannon scatter the full 2d6? Or if I'm using just a normal marine with that which is bs 4 and I roll say a 6 does that mean it only scatters 2 inches not 6? Sorry for the noobiness

Most template weapons like plasma cannons scatters 2d6-BAllistic Skill. The orbital bombardment scatters full 2d6. Also, movement in 6th edition is done by MODEL, so if he didn't move, he didn't move.

I've used it a couple of times, but it's never done anything worth mentioning.
