tac squad with flamer/melta + missile in rhinos will be good ( you can put them into 5 man squads and put them in razor backs for more fire power but less troop supoprt )
sterngaurd with no upgrades? i would swap thise for somthing else
assult terminators are always good
thunderfire cannon is one of the best things marines have
i think you should add a agis def line with a libby + devistator squad supporting him to shoot stuff from affar with missiles ( and or any waepon you have left )

Not a bad start.
Librarians are a good all around HQ. I assume he'll be running with the sternguard in their razor.
I field my core two tac squads the same way. But I need to ask the question "Who's camping your home objective?" When your battleplan involves combat squadding, I advocate taking a razorback, rather then a rhino, and investing in a better heavy weapon.
Another option would be to swap one out for a 5 man scout squad, freeing up points for elsewhere.
The only anti tank fire in your army is the melta on the tac squad. Well, that and the thunder hammers. But CC terminators with no delivery method are going to have problems getting in touch with enemy armor.
I love sternguard as much as the next guy, but didn't have the best experiences with them at the 5 man level. Bolter fire, even with special ammo, needs mass to work. 5 guys aren't going to impact the battle as much as you'd like for the points you spent on them. If you are going to keep them at 5 men, I'd get some combis for them, and use them as troubleshooters.
Not a big fan of assault terminators without a LR driving them around. DSing assault troops is not a very good option, and they lack the speed to force an engagement from something that wants to stay away. You end up with a slowly walking terrain piece. "This section of the board is dangerous terrain, If you get within 2d6+6", you eat a hammer and die"
TFCs are good anti troop weapons. Can't complain.
Before I start making suggestions, a few questions: What chapter are you playing? What style of play do you like? Are there any units you are particularly fond of? Is there a theme you are going for?
You have no AA, and are light on AT fire. Depending on your local meta, this might not be a big deal. Against infantry heavy armies, I suspect you will fare quite well.
My first suggestion would be to drop the assault terminators. Use those points to buy an auto/las pred and a MM attack bike or land speeder, depending on which you think looks cooler. Spare points can go to the sternguard. You still have no AA, but should be in a better position to deal with armor. Just ignore flyers and focus on the table. If they are spamming flyers at 1,000points, you should have them outnumberd with boots on the ground, if they are fielding just one, ignore it.

Thanks for your help so far  can you give me some more in-depth suggestions?
I'm not very bothered by flyers at all although I want the list to be TAC, it started out as Dark Angels greenwing although I fell in love with the thunderfire cannon. I wanted to spam tacticals although in C: SM it doesn't seems like a bad idea, as opposed to a mediocre idea with DA. I'd like an assault element in the list.
I'm not intending to make the army any bigger than 1k. I'd like for it to be fairly competitive and flexible so I don't get bored with the list.

If you want an assault element, I'd swap you HQ for a chaplain with a jump pack and add 5 assault marines. I like mine with a sword on the sarge and a flamer in the squad, but YMMV. While not stellar, they do OK if you use them right. And they have a lot of mobility so can actually get into CC, which is a plus.
TH/SS terminators are nice, but I feel that you need a LR, or some other trick, to get the most out of them. And you aren't going to fit a LR into 1,000 points.
If you want to keep a terminator presence on the table, swap the sternguard for tactical terminators.
I was going to suggest this, but it's entirely a lateral shift, and doesn't really fix the gaps in your army. You are just swapping CC terminators for shooty ones, and shooty PA marines for CC ones. Sure the CML/AsC on the terminators will help with light/med armor, but so would adding some c-meltas to the sternguard. I do think the assault marines will do better then the TH/SSs though.
One of the problems with C:SM is the versatility. There are so many ways of getting stuff done, a lot depends on your preference.
Just make sure you have an answer for:
Getting scoring units to objectives and keeping them alive there till the game ends
Heavy armor
Light/med armor
Hordes
Flyers
MCs
How you cover all those bases is entirely up to you. How important each is is very dependent on your local meta.

Two tactical squads with rhinos, multi melta in one, how about a lascannon in the other? Thats abit of anti armour and objectives.
Terminators with CML and asc
Predator AC/LCs?
Libby still, the force sword can take down MCs
Thunderfire for hoards and harassment
I'm going to ignore the existance of fliers. Games with them are dull IMO. How does all that sound? Should fit into 1k.
