I'm going to be playing a game against a competitive friend of mine (which will be fun as it'll be my 4th game ever..). All I know is he's running Nids, could really use a hand coming up with a list.

What I'm considering so far is..

Tac Squad x 10 - 140
Tac Squad x 10 - 140
Librarian (ML2) - 100
Command Squad + Apothecary + Standard Bearer with Standard of Devestation (180)
Whirlwind - 65

For a total of 625.. what else should/do I need to add?

You could add some Combiweapons for your sergeants and maybe some flamers.

Wow. This is a list? This is bland and not even competitive bland, just...lame!

Get some weapons in there. All you have are bolters and infantry killing weapons. What happens if you friend with ranids brings a load of MCs? Considering he could probably bring 2-4 in a 1k list. You have literally nothing to deal with them.

Star Trek taught me so much. Like, how you should accept people, whether they be black, white, Klingon or even female...

Well first off, you should give those tac squads some free weapon upgrades. Try some flamers + MLs. Nice anti-horde, and anti big threats.

If he's running a real fancy horde list, I might recommend adding some razorbacks to the tac squads. If he runs a SUPER hordey list you can use HFs on the razorbacks, though HBs will probably be fine (and only 5 points more than the normal rhino).

Cheap devestators (all MLs or what have you) with a razorback might also help. Finally I might recommend another whirlwind.

The increased dakka can be real helpful against the horde, and provide nice protection for your marines.

Just remember: you're probably not gonna out hit the tyranids. Shoot them to death at distance, and bring more dakka

Just a couple of quick notes, DA Tactical Squads do not get free weapon upgrades but that's not a big deal considering how many points the OP has left to work with. I personally love cheap DA Whirlwinds but they have limited use against a competitive Tyranid list which will likely feature MCs (Flyrants and Tervigons) so I would not take more than one (if any). As for dealing with hordes, the Standard of Devastation provides more than enough firepower to eliminate large model count armies.

As for the OP, with the remaining points, I would definitely take a Devastator squad (ML or LC) for long range firepower, consider dropping the Librarian to Mastery Level 1 and just use him as a Divination-bot for them - it's really his only good use against Tyranids. Add in Special/Heavy Weapons to both Tactical Squads as well as a few Special or Combi-weapons to the Command Squad. You'll likely be facing T6+ targets and massed Bolter Fire only goes so far. Plasma Guns and Meltaguns will both be very useful (or the Combi-equivalent). With remaining points, I'd consider an ADL + Quad Gun to deal with potential fliers and/or a Razorback (or more) for mobility your army sorely lacks. If you do take Razorbacks upgrade their turrets, TL LC or LC+TL PG are the best bet. I hope some of this helped.
