Just a couple of quick notes,
DA Tactical Squads do not get free weapon upgrades but that's not a big deal considering how many points the
OP has left to work with. I personally love cheap
DA Whirlwinds but they have limited use against a competitive Tyranid list which will likely feature
MCs (Flyrants and Tervigons) so I would not take more than one (if any). As for dealing with hordes, the Standard of Devastation provides more than enough firepower to eliminate large model count armies.
As for the
OP, with the remaining points, I would definitely take a Devastator squad (
ML or
LC) for long range firepower, consider dropping the Librarian to Mastery Level 1 and just use him as a Divination-bot for them - it's really his only good use against Tyranids. Add in Special/Heavy Weapons to both Tactical Squads as well as a few Special or Combi-weapons to the Command Squad. You'll likely be facing T6+ targets and massed Bolter Fire only goes so far. Plasma Guns and Meltaguns will both be very useful (or the Combi-equivalent). With remaining points, I'd consider an
ADL + Quad Gun to deal with potential fliers and/or a Razorback (or more) for mobility your army sorely lacks. If you do take Razorbacks upgrade their turrets,
TL LC or
LC+
TL PG are the best bet. I hope some of this helped.
