Every time I choose my heldrake on my army builder it gives me the option for flyer ace for 50 pts.
Yet I cant find rules or anything about flyer ace even when I googled it...can anyone help me out?

It's an upgrade from the "Death from the Skies" Flyer book and the "Crusade of Fire" campaign book.
It's not "official" in normal games without your opponent's agreement.

What does it do or give? My local store keeps the books bound in plastic....and in not paying 45 just to find out.

Most likely kept in plastic because if you did open those books you would quickly realize that they are nowhere near that price

There's an ace pilot for each codex. You get one of three abilities that you have to roll for at the start of the game. Some are quite good, some are rubbish, some only apply if you're using the dogfighting rules from DftS.
