Because it wants more people to play. There's a reason Dota 2 is the most popular game on Steam.

Dota 2 will be F2P anyway so they are just giving keys to gradually increase the players, which really helps avoid the initial launch server problems.
And yes, they do give free copies, I know because I also had like 30+ copies of it.
