I'm looking at doing up some Silver Skulls as allies because I have some spare old minis laying around that I'm stripping. Because of the quality I don't really want to put them towards my main Dark Angels force. Bear in mind they wont necessarily be allies with the DA, my brother may use them to ally with his IG and I plan to start a small IG army down the road as well. I know the preferred HQ is the librarian because of the great value, but I have a spare SM commander with tons of bits to kit him out with. So what's a good general purpose loadout?

Best build for a Captain is power fist, lightning claws and Artificier armour on a bike.

Best to keep them cheap, they are good in a fight, so no power fists, you wanna strike first. I often just go with a power sword, simple really and gets an extra attack used with a pistol.
something more exotic you could use a combi plasma and lightning claw. Combi melta is too anti armour specific.
What unit will he accompany?

Power sword is a poor weapon on the Captain too many 2+ saves just screwed him. Fist and claw is the best bet you get the extra attack with each and the ability to pick and choose how you fight depending on your opponent. The Power Sword guy loss a challenge to a Terminator Sergeant nearly every time...

Well I'm thinking scouts+tellion and maybe a sternguard squad is what I'll shoot for and then flesh that out a little more, maybe a tac squad. I'm thinking cap will go with the sternguard if that's the route I go.

Because he has the model and want's to use it
Kit it out to suit your army, but personally i like them cheap, no more than 150 points. I'm not exactly the most competetive guy, so if its all about the win you may wanna listen to someone else

Captain does nothing for a Sternguard squad except massively increase their price. For the price of a Captain you could just double the size of the Sternguard squad. What do you think would be more effective a 10 man sternguard squad or 5 with a Captain...
He's a combat character (granted not the best around but that is his job). Put him on a bike so fists don't ID him and run him with a plasma spam command squad and youve a fast hard hitting unit.

I don't have a bike model...like I said in the original post...I have some models laying around that are older and being stripped. I don't want to use them in my main army, but I don't want to toss them.

With no bike he is a pretty terrible choice all round but the fist claw and AA are still the best options for him and he still doesn't dovetail with Sternguard at all well. Assault Terminators are a good body guard for him.

The fist and claw build works out 20 points cheaper and gives you an extra attack. Digital weapons gets you a reroll to wound not hit. The claw build also gives you the option to go at initiative if you need to. You still have a 4++ which in 6th you'll use less often anyway.
Also why the hammer over a fist. You pay 5 points for almost. No benefit particularly if he's joining Hammernators anyway...

Admittedly flingitnow, that fist and claw is pretty sneaky. Never really considered it before but it sounds quite promising. After all how much will I miss one dude shooting, and on a bike he can shoot anyway. So in this case I would be in support of the claw fist combo. I wouldn't really bother with a storm shield seeing as he's got an iron halo already.

Yeah the change to power weapons being AP3 and specialist weapons stacking without having to be identical plus the nerf to concussive has made the fist claw combo the way forward in 6th.

I have had great success putting a captain with artificer Armor and power fist in my Sternguard. Take saves on the 2+ where possible.
Many opponents will charge the Sternguard to lock down their shooting, so I feel it is a good place for him.
