Like ceramic tiles? I flattened some greenstuff on a base and pressed some lines in it. Then I made a mold and cast a bunch more in resin.

Styrene sheet (plasticard) is available with various embossed patterns, including simple tile grids. Trace your base rim, cut out the rough shape, glue to the top, then trim/file flush for a seamless edge.

If you don't feel like shopping, there are DIY alternatives that don't take all that much more effort, from scribing your own lines in plain styrene to sculpting tops in GS (or another epoxy putty, air-dry clay, etc.) to carving the surface out of sheets of pre-baked polymer clay (James Wappel uses this technique to great effect, as seen on his blog).

Thick card works aswell (like cereal packet kind or the boxes your models come in).

Simply cut them into small squares (use a ruler and a grid pattern to get them the same size) and glue them onto the base. Seal them with some pva glue before painting.

Yeah, as oadie say, you can buy tile patterned plasticard, which is by far the easiest way to get perfectly regular tile patterns.

Cutting individual tiles then gluing them together would give a more irregular look - if that would suit your desired look better.

Here is another tutorial for very cheap and cool looking bases. All you need is a card box like the ones GW use.
