I have been looking at getting a fast army. I already have an assault list(Khorne CSM) and a Phsycic heavy list (GK), and now I feel like a fast one. I have narrowed it down to these:

1.White Scars- I don't really like the models, but the fluff is ok, and so is the fast-ness
2.Ravenwing- Good, except for the crappy flyer
3.Nob Bikers- What are they?
4.Dark Eldar- Pretty cool models, fluff, and everything else

Are there any other fast lists/armies? Oh, and btw, I'm not a huge fan of original Eldar. Thanks to all!

I would go with Dark Eldar on this one. As far as I can tell their whole deal is being fast and mobile. Plus it's not Space Marines...

Orks can have fast bits (and Nob bikers were ridiculously broken good last edition, don't know if that's still true), but as far as I can tell Dark Eldar are the only army purely built around being fast.

I voted Ravenwing, they're a great fast army, bikes and speeders with actually decent fliers, imo anyway.
Another option would be BA, lots of jump packs, fast tanks and stormravens.

Necrons, well, specifically flyer-crons. They can quite reliably deploy anywhere on the board with flyers, I think that's a special kind of mobility of its own.

Dark eldar should be an interesting army for you to try, they'd be the most different from what you already have, they lost the ability to charge the furthest of any army this ed, but they still have their mobility that comes with having many fast skimmers on the board, you'd be constantly moving 12", flat-outting, etc to reposition your force to take advantage of covers or LOS blocking terrains.

I'd recommend Dark Eldar purely because the rest are Space Marines, and there's more than enough Space Marine armies floating around, and not enough Dark Eldar armies.

However, they're only for you if you're also looking for a challenge. They're the epitome of Glass Hammer tactics. They hit like a ton of bricks but fall apart like a wet paper bag when shot in retaliation.

Dark Eldar is by far the fastest army. They are also the most fragile army. They can be really good but have a steep learning curve.

Demons can be extremely fast. Flying monstrous creatures are a nightmare and flesh hounds can get into assault turn 2.

DA also can start assaulting turn 2. But their units cost an arm and a leg so you are not fielding a lot.

Necrons can be fast if you build around wraiths and flyers (you know like the good lists do )

Two wound bikers that get 4+ armor and cover and have access to a 5+ invuln, FNP, Klaws, and the Waaagh! banner. However, it's an expensive build and I'd balance it out with boyz in red Battlewagons.

Nob bikers are basically a death star unit (can be made into troops) ranging from 300-700 points. Scary as hell in cc and tough as nails with T 5 (T6 warboss who can take shots as well), 4+ cover/ armour, multiple wounds and feel no pain.

Orks have plenty of fun, fast stuff that isn't necessarily Nob Bikers.

Deffkoptas are great, despite what the majority would say. Trukks are also amazing. Warbikers, Warbuggies, Grot Bomm Launchas, Junkas, Gun Trukks, Warkoptas, Biker Warboss...

I voted NB, but Dark Eldar would also be good ~ god knows the Space Marines already outnumber all the other factions put together, they certainly don't need your help in that department.

Orks have the fastest unit in the game and that is the storm boy. Move 12+D6" then charge 2D6" for a total of 15"-30" thats a turn 1 charge. If you get the warlord trait that allows you to add 1" to your charge range they becoke faster again. If they could Waaaagh!!! Move they would be able to re-roll there charge but can't sadly. You can't have it all though.

Dark Eldar are really fast. Make sure you take a few Venoms as they are the best unit in there book. They put down more fire power than anything out there but can only hurt non-vehicles. Make sure you take some Dark Lances and/or haywire grenades for tank popping.

Sad thing is you are totally right. Necrons or IG are the fastest and best armies in the game as they both have flyer transports. After that it is;
Teir 2: Dark Eldar, Orks-Cult of Speed, Ravenwing
Teir 3: White Scars (SM dex), Eldar-Saim Hain style, Blood Angels-Baal

The eldar may be Teir 1 after the new codex comes out, no knowing. Also with allies this equation can turn around alot...actually with IG or Necron allies most of those can be Teir 1 if they are built right.

Daemons.

Every model has the option to deepstrike. And a good few can outflank too.

Huge amount of models are beasts or similar, giving them 12 inch movement and fleet.

Slaanesh unit's get +3/+6 to run moves on top of that.

Flying monstrous creatures that can start on the board.
