I want to say this is a "No". My instinct is that "Deathwing Terminator" refers strictly to "Deathwing Terminator" models and not the "Deathwing Term Sgt." aka "Deathwing Term Sergeant". Strictly speaking, I don't think the Sergeant is ever called a "Deathwing Terminator Sergeant" and I think the rules are talking about a specific model when it says "Deathwing Terminator". The fact that there are separate options that state "Any model can..." seems to reinforce this.

Just want to see the general consensus. The idea of Precision Strike CML/Assault Cannon shots are a little scary.

The underlined is correct.

Sergeant can't take the heavy weapon. (If he could, there's a couple of my units that could benefit from things working that way! )

I would like to bring to your attention the bullet point above the one you are quoting which states states 'Any model.' They use this terminology whenever they intend for any model to have the option. If the model name is presented then it is limited to just models which share the same name.

It would be a stretch to say this is an oversight when it is a basic definition found in all codex, twice so when an 'any model' definition is used in the same entry.

If it names a specific type of model(deathwing terminator, deathwing sergeant, etc...) it only means that kind of model.

If it says "any model can take ____" then any model can take it.

An example from the GK codex Terminator entry.

For every 5 models in the squad, one terminator may replace his stormbolter with one of the following
-Incinerator XXX pts
-Psilencer XXX pts
-Psycannon XXX pts

With the above, only a regular Terminator can take these options as it says "one terminator". the Justicar(sergeant equivalent) cannot take any of these options.

Any model may replace his Nemesis Force Sword with one of the following
-Nemesis Halberd or Daemonhammer XXX pts
-Nemesis Falchions XXX pts

With this, any model in the squad can take these options, including the Justicar.

The Terminator Justicar may make any of his weapons Master Crafted XXX pts

And with this, only the Justicar can take this option.

While the errata changed it to any model, said model must also have a PF.

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.
