This is a starter list that I can build upon. I'd like it to be fairly competitive so please advise and criticise!
Rune Priest
Grey Hunters pack: 4 additional marines, meltagun, Wolf Standard, mark of the Wulfen, Rhino
Grey Hunters pack: 5 additional marines, 2 meltaguns, Wolf Standard, mark of the Wulfen, Rhino
Lone Wolf: TDA, chainfist, storm shield.
Lone Wolf: TDA, chainfist, storm shield.
Predator: Heavy bolter sponsons

Looks ok to me, any other recommendations are all from personal taste, like I prefer Plasma or Melta and a preference for Power Armored Lone Wolves.

Yeah I like the looks of this. Consider though, taking Long Fangs instead of the Predator and removing the Rhinos. I think it would work well having them come to you a little bit, with the GH on foot, the LF giving support, the Runepriest buffing and damaging enemies, and the Lone Wolves waiting for the right time to strike. I like footslogging, and find it is better off than using Rhinos and the like. That's just me though. The original list is a solid one, and will be competitive.

I was thinking about adding in the long fangs at 1000pts.
For 1K I would add:
2 fenrisian wolves to each Lone Wolf
5 Long Fangs, 4 heavy bolters
5 Long Fangs, 4 missile launchers

Since this is a starter list, let me make some (important) recommendations that you pretty much HAVE to do when you first buy your mini's.
#1: Any Terminator model should have BOTH arms magnetized. Same goes for any power armored model that will be used as a wolf guard or lone wolf.
This simple thing will really extend the life of your army and save you lots of money in the future. Because...no matter how you THINK you might want to equip your dudes, you'll probably change your mind at some point and want some other wargear. Magnetizing the arms allows you to change the wargear quickly, easily and without having to buy and paint brand new mini's.
#2: Don't skimp on troops. Every competitive army I know of has lots of troop units. So even though it may seem like a pain, it costs money and it's boring to paint 50 grey hunters - you'll be really glad you did once you go to a tournament.
BUT - instead of buying 5 boxes of Space Wolves, try mixing 2 or 3 boxes of tactical marines with 2 or 3 boxes of Space Wolves. You'll get plenty of wolfy bits from the SW's, but the tactical marine boxes have important wargear that you'll want and need (like missile launchers and meltaguns). The tactical marine box has the added benefit of being simple. All of the wolfy stuff on the SW models look really great, but it's kind of a tedious to paint it all. Mixing Tac Marines with SW's mitigates that problem a little bit.
#3: Characters - you don't need to buy them special. The standard space wolves box gives you a boat load of wargear that can be used to convert Rune Priests, Wolf Lords, Wolf Priests, Battle leaders and Lone Wolves.
#4: Vehicles - Skip them at first. It's much easier to paint 3 Rhinos at once than to paint one Rhino at a time. And speaking of Rhino's, you really want Drop Pods instead.

This is a great starter set. If you do this though, take the scout sprues out of both boxes and sell them on Ebay. Wolf scouts aren't as good as they used to be, but Space Marine Scouts are still great. You should be able to re-coup some of the start up cost this way.
EDIT : One more thing. Never ever buy a plain Rhino kit. ALWAYS buy a razorback or a predator kit. The razorback and predator kits give you everything you need to make a Rhino. Especially if you magnetize the sponsons on a pred.

I have found the role of Wolf Scouts has changed. They work great as HQ and Fire Support Hunter unit. I load them with a Plasma Gun [You will have plenty of them] and a pair of Plasma Pistols [I also include a MotW] with Melta-Bombs lets you come out on their table edge.
Then feed the Rear Armor with Plasma.
If you have given them Bolt Guns you should be able to inflict heave damage to a Devastator Squads to.
The Sniper ones are good because the BS4, but other than that nothing special.

@Grugknuckle don't you worry, I'm using second hand stuff off eBay and stripping it all and won't be using all the actual 'space wolf' stuff, just transfers and a mostly grey paint scheme. Other than wolf banners ofc.
I prefer the idea of spamming Grey Hunters, as it'd be cheaper money-wise as Tactical Marines are worth peanuts on eBay.
I won't be bringing this list up any more than 1K as it's purely a summer project and I'll be off to uni soon and skint  which is why I'd rather put together a solid, take-all-comers but fun list... So that's why I chose space wolves!
I probably will cut out the predator or one of the rhinos. I already have one. Should I?

You can use that for both Razorbacks and Predators, so that would defiantly be worth keeping.

I would not worry about it, you can either go without sponsons or come up some sort of proxy sponsons.

I know it'd save on cost but I'd rather not  this is also a painting project and I want every to look top notch. I'm 'new' to playing 40k, as I havent played a proper game since 4th ed and even back then I didn't play many.
As I also want 'characterful' units that would be fun to paint, I was thinking about a wolf guard squad, not in terminator armour. Are they worth taking? If how should I run them?

I've rewritten the list quite comprehensively... It's simple but is it effective? I'm a noob to actually playing 40k so something simple would be good to get to grips with.

I was thinking about some IG allies, either blobbed up full of power axes with the rune priest and a primaris pkyer attached or a primaris and 2 veterans squads 3 meltaguns and chimeras to advance with the wolves and 1 with 3 meltaguns and camo cloaks to camp home objective, protect the longfangs, attempted linebreakers or deep strikers. Sound alright?
