Actually... it isn't that easy to answer Solo as it uses the word upgrade for the entire model, meaning you replace the whole thing.
However I would still say it has the heavy bolter, as it is listed as standard war-gear with no indication that it is limited to just the vanilla land speeder. This limitation is normally found in ( ) under the wargear listing itself, which you can see in many entries as it is a common formatting tool. If there is no limitation in ( ) then you use that war gear for every model related to that squad, upgrades included. Any exceptions to this rule are listed within the upgrade entry itself, and I do not see any exceptions listed in the land speeder to indicate that it loses the heavy bolter.
To use an example in the same book as to what I mean by limitations that are clearly listed:
The command squad has multiple models that can be upgraded to other models. In all these case any of the standard war-gear to be changed is clearly notated as such, even using the words replace X with Y. This means those models retain every other piece of war-gear listed, bar those in ( ) that do not contain their name, except for those which you are being informed must be changed out for something else.
