I can't think of any 1k list for empire, what do you think about this list?

Captain of empire - Banner bearer, full playe armour - 91
Master Engineer - 65
Warrior priest - Heavy armour, extra hand weapon - 69

29x Halbardiers - Banner, musician - 194
10x Handgunners - Detachment unit - 90
10x Handgunners - Detachment unit - 90

Great Cannon - 120
8x Outriders - 168

Helblaster volley gun - 120

List looks pretty good though if you are putting both the captain and priest in the halberds why not drop one halberd, so that you can run them 10x3 or 6x5 and you can use the point to get a unit champ. You may also want to cut out a couple of outriders and get magic weapon and/or defense for your bsb/priest.
