The gaming group of which I am a part is thinking of going into the school league next year, and i was thinking, what's a good BA HQ? I've only got Dante, but he's really expensive for a 600 pt Game. Any Ideas?

Reclusiarch at a basic 130pts, can be upgraded to jump packs/termie armour. 3 wounds HQ with power maul

Also, Is a captain any good? It's only 100 pts you see.

In my opinion, a Level 1 Librarian will get you far.. Instant deathing in combat? 100pts?? Gimme!! Stick him in with maybe a JP, squad of assault marines, you're a combat monster that only cost you 300pts ;D Or take them without JPs, put them in a Rhino or even a Land Raider (this works well in 600pts, as people don't expect AV13)

If you're talking librarians, I usually upgrade to epistolary and take termie armour with combi plasma for 185 pts, but that's my personal choice

In any of the Marine variants, at least so far as points vs effectiveness goes, there is little reason to take a Captain instead of a Librarian or Chaplain (or their various equivalents), since the specialist characters do everything the Captain does plus more.

In smaller point games, I find a librarian's powers can make a huge difference, although I haven't had much experience with Blood Angels specifically.

your BA, get yourself a basic Librarian for 100pts, give him Prescience, and enjoy re-rolling to hit on shooting and melee , amazing value for a HQ

The only problem with this is, the Dread version isn't an HQ unit. Could be handy for doubling up on psychic pain, though.
For BA in particular I'll advise either a Librarian, or a Reclusiarch if you already have Death Company as he will increase their damage output dramatically.

The Reclusiarch is more expensive, and is actually not as good in a Death Company unit.

I say this because with the Reclusiarch you need to get the charge on your opponent to make his abilities useful, and it is only useful when you charge. The Librarian is useful almost all the time.

A Librarian in terminator armor with a Storm Shield is only 15 points more expensive than the reclusiarch in Power armor, and the Librarian can make any unit re-roll their to hit rolls (In Melee and shooting) like 90+% of the turns.

While this is all true, I should add a caveat - the Reclusiarch is better when you have a method of charging quickly. That is, either jump packs or an assault vehicle like the Land Raider. The ability to reroll wounds on the turn you charge makes the unit incredible. If you run them on foot however the Librarian is more reliable overall.
...yes, I run a Reclusiarch with a unit with jump packs. Shoot me.
