I am wondering if this combo works for Necrons.

The Tremor stave for a Cryptek causes Quake. The unit hit by the blast template treat terrain as being difficult for their next turn.

A C'Tan Shard's Wandering Worldscape causes all difficult terrain to count as Dangerous for enemies.

If the C'Tan with Worldscape is out, would Quake (in essence) cause Dangerous terrain?

Yup, works fine.

It's less popular in 6e than it was in the early days of the Codex, partly because of how good the rest of the codex is (relative to the expensive C'tan), and partly because "Move Through Cover" now lets units auto-pass Dangerous Terrain tests, making this much less useful against (say) Tyranids.

Also in last edition, no armor saves were allowed against dangerous terrain results. Now they are. You have about a 5% chance for a MEQ to fail a dangerous terrain test and armor save.

That's a lot of points invested to kill a single marine.

I know it's expensive in terms of wound effectiveness. Really I'm more focused on seeing how it does in terms of controlling or changing the movement behavior of my opponent. Not figuring it's competitive but will be curious to see how it goes in a fun game.
