I'm thinking of starting a conversion heavy army with lots of counts as models but I want to fluff to be securly grounded in established 40k history.
Are there pirate or mercenary groups large enough to field a battle force like what we see in 40k? I'd like to make it a pan-glactic group, meaning humans and tau and orks all working together, how realistic is that?

Perhaps one of the more radical Rogue Traders, or a rogue Rogue Trader.

Yeah, powerful RTs are known to finance both sides of a war, in order to sell weapons and supplies to both sides at war-time prices through intermediaries. Lots of money to be made when you're price-gouging both sides of a war you started.
That said, I wouldn't expect more than Guard/GEQ to be fielded. Anything else is probably more money than its worth to the RT, and risks drawing the attention of things like Space Marines or the Inquisition, both of whom are more than capable of ending a Rogue Trader's career.

There are also Eldar pirates, both chaos-tainted (Dark Eldar) and otherwise, as well. Though I don't have much info about them aside from that they exist.

The people in the past who convinced themselves to do unspeakable things were no less human than you or I. They made their decisions; the only thing that prevents history from repeating itself is making different ones.

Corsairs live the most like the pre-fall Eldar, and they're very...tempermental to say the least. Apparently Eldar have a hard time controlling their emotions when not bound to the path or exodite or harlequin discipline.

Hmmm, this brings up an interesting thought...have there been or are there any Rogue Traders that are powerful enough to have fought and won (for the time being) Inquisitors or Space Marines? That would be pretty sweet, a really Rogue Trader allied with a Radical Inquisitor that has fought off all manner of Imperial forces but does it all for a better future or some such nonsense...

Most likely Rogue Space Marines and Tau working together. Some humans and space marines join the Tau Force and they get pretty well along but I'm not sure about the Orks though. I would think:
 Imperial Guard
 Space Marines
 Tau

In the short-term? Yes, quite feasible. In the long term? The RT signed his own death warrant.
