Title says it all, really.

I'm gonna say no off the top of my head, since he rule lists pulse rifles and pulse carbines, but not specifically LSPR.

but LPR are still pulse rifles, surely?

Consensus seems to be no. There was a thread that addressed this in and amongst some other rules issues when the codex came out, but since it wasn't the primary focus of the discussion, I wouldn't expect a search to find it easily (if at all).

And Storm Bolters are under the Boltgun section, but they do not gain the benefit of rules that affect Boltguns (Sternguard / Standard of Dev).

Didn't it specify that storm bolters do not receive special ammo? Is this is the case with the LSPR?

Edit: Read the OP again. If the rule specifies only Pulse Rifles and Carbines and not Pulse weapons in general, then LSPR cannot benefit from that rule.

Volley fire, IIRC, only affects pulse rifles and pulse carbines.

The pulse accelerator, however, affects all pulse weapons listed under the "pulse weapons" section of the Tau codex.

Double check the wording on volley fire, if it specifies pulse rifles/pulse carbines, or if it says "all pulse weapons."

The volley fire rule clearly states Pulse Rifles and Pulse Carbines. And then there is the matter of Cadre Fireblade can only join Fire warriors and Path finders. Non of witch can take LSPR.
