So I was thinking of taking a LR Executioner and not sure if I want to take the hull HF on it.

Let's say I have a squad of enemies in front of the tank getting ready to charge it, meanwhile there is a juicy target for the plasma shots just past them, could I fire at the further back target and declare that I am firing the hull HF at the same target (even though it's out of range) to get hits on the squad in front?

If not I will just stick with the HB

No. Any weapon out of range of the target automatically misses

If you could hit at least one of the target unit' members yeah.
Otherwise no.Also the target behind might (depending on the positionning) get a cover save, so watch out!
